ppm neds to be run from a dos command prompt and you should navigate to (if I remember correctly) to C:\Perl\Bin then execut the ppm command.
And alternate way of doing this, from the default directory you get when you open the dos command prompt window(
C:\ Documents and Settings\yourwindowsid\ ) type this:
c:\perl\bin\ppm and whatever the rest of the command is

WAIT WAIT WAIT..................what are you trying to install? YaY does not need any stinking module to work. YaY does not need SSLeavy(Only STUCI does), YaY does needs the TK modules but TK comes pre-installed with ActivePerl 5.8 32 bits MSI package.
Uninstall whatever ActivePerl version you have and install ActivePerl 5.8 32 bits MSI package which can be found here:

You guys are making things more complicated than what they are, if you just hold your eagerness and take the time to read slowly and understanding before jumping into conclusions and installing crap you don't need your life will be so easier.
