Is it possible to convert Fritz opening books .ctg to fritz3 opening books .fbk?
If it is, then how can it be done?

this is of extreme importance to me, thoug I often play chess on my pocket device and would like to have the best opening book that I can find!

No necesarilly, there are few book formats that their heuristics has been made public, Polyglot falls in this category and maybe others like Arena but not sure, what I know for sure is that Chessbase has not disclosed theirs and therefore makes it impossible for developers to make a book translation tool between Chessbase and others.

Your best bet is to make your own books, almost every GUI offers book making tools.
